This page will soon feature Corporal Worthington I. Washington's "DARE" Program for students enrolled in the Carroll County Elementary School System. Corporal Washington is the representative for the Carroll County Sheriffs Department for the "DARE" Program.
The Mount Airy Rotary Club and the Rotary Club of Sykesville, both of Maryland, began the "DARE" Program through the Maryland State Police over twenty years ago and it has since been taken over by the Carroll County Sheriffs Department.

Training & Certifications:
I have attended and completed a seventeen (17) week Entrance Level Training Course at the Western Training Academy, with the Hagerstown City Police Department. During my career I have worked in Patrol and the Criminal Investigation Division but have spent one year with the Sheriff’s Office Drug Strike Force and seven years with the Carroll County Drug Task Force as an Under Cover Drug Investigator. I was sworn in as a U.S. Customs Officer to do a case that included "Wire Taps" and surveillance while working out of the U.S. Custom House in Baltimore. I am currently assigned to teach the Drug Education Programs and Internet Safety in the high schools, middle schools and elementary schools as well as the D.A.R.E. program in the middle schools in Carroll County. I have successfully completed training in the following areas:
Drugs and Racketeering that was presented by the Maryland Community Crime Institute, a seminar on Concealed Compartments that was provided by Special Agent Angel Caldron Of the New York City Police Department Drug Enforcement Division, the Police Drug Diversion School which dealt with the diversion of pharmaceuticals from legitimate sources to the illegal market, a five day Multi-jurisdictional Counter Drug Task Force Training course provided by the Southeastern Public Safety Institute from St. Petersburg Junior College, St. Petersburg Florida.
This course included instruction from the Maryland State Police, St. Petersburg Florida Police Department, St. Petersburg Junior College and the Florida Sheriff’s Office. This course dealt with drug identification, drugs on the street, basic undercover aspects, undercover techniques and weapons, advanced undercover operations, clandestine weapons, criminal street gangs and their involvement in the drug culture, a completed a five day Criminal Investigators Course provided by the Maryland State Police and also a three day Criminal Investigators Course provided by the Frederick City P.D. which included instruction in reference to the drug culture and the use of technical surveillance equipment, a three day conference called “ Heroin, No Simple Solution “provided by the National Drug Intelligence Center which dealt with the current trends of heroin, prices, sources, purity, distribution and availability, a 40 hour “Technical Surveillance Officer I “course provided by the Maryland State Police, a 6 day Top Gun Undercover Drug Investigation School conducted by the Northeast Counter Drug Training Center at Fort Indian Town Gap Pennsylvania, a three day course in Air Smuggling Investigative Techniques provided by St. Petersburg JR. College Multi Jurisdictional Counter- Drug Task Force Training
I have written numerous Search and Seizure Warrants and have been on the entry teams as these warrants were executed utilizing our body bunkers for protection during entry. In addition to assisting Local and State Police agencies with numerous Controlled Dangerous Substance arrest, Search and Seizure Warrants. I have also made numerous hand to hand controlled purchases where I have had the opportunity to identify and examine first hand the Controlled Dangerous Substances seized. I have been qualified by the Honorable Judge Marc Razinsky, Judge of the District Court for Maryland to testify as an expert witness for Marijuana, cocaine cases.
I have also been in charge of Forfeitures of seized monies and property for the Carroll County Drug Task Force. I have attended and completed a seven day Grant Writing Class provided by the
Northeast Counter- Drug Training Center, conducted at Fort Indian Town Gap in Pennsylvania.
I have attended a five day Latent Fingerprint Workshop of Cyanoacrylate Techniques sponsored by Detecto Print.
I am a certified Doppler Radar Operator, a certified Child Passenger Safety Technician, a
certified State of Maryland First Responder, a certified Preliminary Breath Test Operator (PBT), certified in the ASAP Expandable Baton, certified in the Horizontal Gaze and Nystagmus.
I am a certified D.A.R.E. instructor who also teaches 2nd , 4th , 8th , and 9th . grade Drug
Education classes that have been approved by the Carroll County Board of Ed. I also have given classes on Internet Safety at Carroll Community College.
AWARDS RECEIVED:
1. I have received a Certificate of Recognition Unit Citation from the Superintendent of the Maryland State Police due to our unit conducting 188 criminal investigations resulting in 92 arrest for controlled dangerous substances and the seizure of 204 pounds of marijuana, 424 marijuana plants, 6.25 pounds of cocaine, 46 firearms and $295,929.00 in currency and assets related to controlled dangerous substances arrest. This made our Task Force the number one unit in the state for the year in 2002.
2. I received a plaque from the Carroll County Drug Task Force Advisory Board for my
supervisory and investigative contributions in the Carroll County Drug Task Force.
3. I was the keynote speaker at the Job Corps Graduation Commencement Exercises on
August 5, 2004 and received a plaque for my services.
Poem written by Heather Hobbs Michael in memory a special friend at her death due to a drunken driver in the height of her life. Corporal Washington is using this poem in his dare program.
SO DIFFERENT AND SO STRONG
The four of us together forever
is what we used to say.
We'd whisper it to the stars
while we sat together in a grassy yard
contemplating
who we are and what we'd be
years from now, days from now.
Little did we know one day there would only be three
We grew together all of us
so different and so strong.
We came from the same soil, like a mighty tree.
For years we were one like the trunk
so different and so strong.
After a while we began to split and build
branches of our own.
But still part of one.
Each of us having a strong base to grow upon.
With each season we would grow and blossom
sprouting green leaves
stretching our limbs to the sky
